Is the future upgrade free?

AVex DVD offers free upgrade from 2.0 to 2.9, 3.0 to 3.9, or 4.0 to 4.9, and so on. The best thing we can hope for is that they will keep the current version unchanged, and just release the project build, such as 4.5 build 3, 4.5 build 4, etc, one at a time. AVex DVD will probably charge a fee of $15.99 for the major upgrade. And this still haven't happened yet.
